How to build a starfleet

We all love space navies in all kinds of sci-fi worlds, be it Star Trek, Star Wars, The Expanse or Battlestar Galactica. But what are all the things that need to be considered when people in those worlds had to build their fleet? What the authors had to keep in mind? What has to make same? How to organize the whole thing? And do we even need star fleet?
